TRACK RULES
DRIVER RESPONSIBILITIES & REQUIREMENTS
Section I
1) Participants are responsible to know policies, rules and regulations set forth herein and those that may be added during the
season.
2) The Driver/Owner assumes full responsibility for their kart and shall be the only spokesperson thereof.
3) Drivers/Owners are fully responsible for the control and actions of their pit crewmembers and guests.
4) The responsibility for the safe condition and operation of a kart or any vehicle placed in competition rests solely with the
owner/driver.
5) Participants assume full responsibility for any and all injuries sustained, property damage, and death at any time while on
the race premises or en-route to or from.
6) It is mandatory for persons under the age of 18 to have a Minor Release Form completed and on file before competition
begins.
5a: Any guest of a participant that is unaccompanied by their parent or legal guardian should have an Authorization to Treat form
in the hands of the responsible party.
7) A driver actual age as of December 31 (of the prior year) shall establish his/her “competition age” for the entire year.
8) A driver with less than 3 races of experience shall be considered a novice, regardless of his/her age. If no ‘novice’ class is
available said driver will start at the back of the field for 2 complete race sessions (6 races total – 4 heat races/2 feature races).
NO EXCEPTIONS!
TRACK RULES (the DEADLY SINS)
Section II
1) NO Alcoholic Beverages or Drugs on the premises!
2) NO verbal or physical violence or abuse of any individual, official, participant, spectators, etc.
Failure to comply with these 2 rules at a Palmyra Speedway event will subject the offender & the team to IMMEDIATE ejection
from the event and possible suspension of racing privileges for a period of time up to a lifetime ban and/or legal action.
3) NO dumping oil or fuel on track grounds.
4) NO driving of karts in the pit area.
5) NO crew/family member is allowed on the track for ANY reason without permission the track officials.
6) NO stopping on the track for any reasons other than a ‘RED’ flag or mechanical failure.
Failure to comply with these 4 rules at a Palmyra Speedway event will result the offender & the team receiving any of the
following: A verbal warning, fines, loss of points, suspension of racing privileges, to ejection from the track or any combination
there of as deemed appropriate for the infraction.
GENERAL TRACK RULES
Section III
1) The ‘Hot Pit’ area is limited to the driver and 1 crewmember ONLY!
1a: Everyone in Pit area must sign in and display purchased identification provided by the track.
1b: Minors entering the pit area require a parent or appointed guardian signature.
2) All drivers MUST attend the driver’s meeting to be held prior to racing each race day.
2a: Under certain circumstances a driver’s representative may be substituted for the driver if the following has been met:
2a.1 – The track officials have been informed prior to the start of the meeting.
2a.2 – The kart/driver was registered prior to the cut-off time.
3) Practice will consist of 5-minute practice sessions for each class with sufficient time between sessions to allow for set-up
changes.
4) A test and tune session may be arranged on a separate day throughout the week, based on availability of management, and
need of the participants.
5) Pickup your trash and keep your area clean.
6) The race director has the right to refuse a driver the right to continue racing based on the driver’s condition, and/or the
report of the medical personnel at the track and/or the hospital.
GENERAL RACING RULES
Section IV
1) If for any reason a competitor is forced to stop on the track during practice or a race he/she must raise a hand to signal
approaching competitors that they are immobile.
1a: While with in the racing area he/she shall remain in the kart the entire time, unless instructed otherwise by the track officials.
1b: NEVER get out of your kart for any reason, unless serious personal harm would result by remaining, and then proceed quickly
to the further point from the track as possible.
2) It is mandatory that all competitors observe the normal direction of travel around the track.
3) If a competitor’s engine stops during racing conditions and stops on the track, a track official will perform the restart.
4) There will be no “on track” repairs allowed other than by a track official.
4a: You will be allowed, during the feature race ONLY, 4 ‘field set’ yellow flag laps to make any repairs with no lap penalty.
4b: You will restart at the back of the field.
4c: You may re-enter the race after it has gone back to green, your lap count will resume at your last completed lap.
5) A minimum of 3 karts will be required to make any class legal.
5a: The race director may combine classes according to experience, lap times or other factors.
6) There will be a maximum of 12 karts in any race.
7) There will be two heat races’ consisting of 10-laps each for all classes.
8) All karts must meet the minimum weight as posted for the class that they are running in.
8a: The top 3 finishing karts from any legal class will be weighed after every race. Any kart found below minimum weight will be
disqualified for that race and the remaining karts moved up one finishing position.
8b: Any karts running in a non-legal class will be weighed at the discretion of the track director. Any kart found below minimum
weight, in a feature race, will be disqualified from that race and lose any seasonal racing points accrued up to the time of the
infraction. Note: This rule will apply only to classes consisting of 2 karts.
8c: Classes consisting of only 1 kart will not be weighed.
8d: The track’s scale will be the ONLY official scale.
9) All classes, with the exception of kid karts, will run one 15-lap feature race. Kid karts will run one 10-lap feature race.
9a: The lap length of any class ‘feature race’ can be lengthen or shortened at the discretion of the Race Officials or the with total
agreement of all the participants involved in the class.
10) NO POINTS, TROPHIES OR MONIES will be awarded to any driver disqualified from an event’s feature race for un-
sportsman like act.
11) A driver disqualified from any heat race will be scored in last place for that race.
12) It is your responsibility to watch the flags/lights.
TECH/PROTESTS
Section V
1) WKA motor rules will apply - RLV Silencers are not required.
2) Engine, fuel, and restrictor protests must be filed within five (5) minutes after checkered flag of said race. If a race has
been cancelled and only the heat race was completed, then you may protest within 5 minutes after announcement of cancellation
of the evening’s events. Only a competitor entered in the same class may file a protest against someone within a given class.
3) In adult classes, all protests can only be filed by competing driver, and must be made with the scale official or race
director. In rookie and junior classes, a representative of the competing driver may file the protest
4) There will be a $50.00 tear down fee required per engine. $10.00 of the fee will go to the Palmyra Speedway tech
inspector.
4a: If the engine is determined to be legal, $40.00 will be given to the engine owner.
4b: If the engine is determined to be illegal, $40.00 will be given to the individual filing the protest.
5) There will be a $15.00 fee on fuel and restrictor plate tech per kart. $10.00 of the fee will go to the Palmyra Speedway
tech inspector.
5a: If the tech is determined to be legal, $5.00 will be given to the engine owner.
5b: If the tech is determined to be illegal, $5.00 will be given to the individual filing the protest.
6) If an engine, fuel, or restrictor plate tech is found to be illegal, the driver and kart will forfeit trophies/cash awards/points
for this event and can be disqualified for up to two additional races.
7) If an engine, fuel, and/or restrictor plate tech is protested and refused to be teched, the driver and kart will forfeit trophies,
cash awards, and points for this event and will be disqualified for two additional races.
8) A protested engine owner has the right to know who protested immediately.
9) Once a protest has been filed, the protest cannot be withdrawn unless both parties agree.
10) Palmyra Speedway reserves the right to perform engine, fuel or restrictor plate tech at anytime, solely at the discretion of
the Track Officials.
11) The club reserves the right to disqualify any kart deemed unsafe by Track Officials.
12) Refusal of the tech/protest inspection, for any reason, will result in disqualification for unsportsman like conduct. Said
kart/driver will be banned from participating in the next 2 races. Upon return to racing the said kart/driver could/will be subject to
complete engine tech, regardless of finishing position at the sole discretion of race/tech officials. A second refusal to allow a
tech/protest inspection will result the kart/driver being banned for the remainder of the season.
SAFETY
Section VI
1) Full coverage (full-face) helmets designed for competitive motorsport use are required. NO MOTO X
HELMETS allowed (defined as any helmet with an attached sun visor).
1a: All helmets must comply with a Snell Foundation 2000 specification or higher.
1b: No hair, bandanas, jewelry or any other object will be allowed extend out back of helmet to a point within 6” of any rotating
object.
2) Eye protection is mandatory, whether goggles designed for motorsport use or a full visor integral with helmet. No
sunglasses.
3) Collar type, unaltered neck braces designed for motorsport use is mandatory in all classes.
4) Drivers are required to wear jackets of leather, vinyl, an abrasive resistant nylon or equivalent along with full-length jeans
or protective race pants.
5) High top sneakers, leather boots or racing shoes, socks, and gloves are mandatory.
6) All driver personal safety equipment is subject to a tech inspection.
7) It is strongly recommended all karts be equipped with some type of bodywork, including nosepiece and side covers
POINTS/AWARDS/MISC.
Section VII
1) Points to be awarded for all participants who take the ‘GREEN’ at the start or the ‘CHECKERED’ flag upon the
completion of the ‘Feature’ race.
2) Points will be awarded using following the WKA National Points Schedule. See below:
Points Schedule
1st place: 200 + # of entries 7th place: 110 + # of entries
2nd place: 175 + # of entries 8th place: 100 + # of entries
3rd place: 155 + # of entries 9th place: 90 + # of entries
4th place: 140 + # of entries 10th place: 80 + # of entries
5th place: 130 + # of entries 11th place: 75 + # of entries
6th place: 120 + # of entries 12th place: 70 + # of entries
3) Trophies will be awarded to the top 3 positions in all classes.
4) Prize Money will be paid out at 80% of all kart fees collected in a class up to 5th place in ‘Senior’ classes only (age 15 &
up). Requires a minimum of 5 karts to be eligible for payout.
5) If the features are started, but not completed when the event is called for any reason, the remaining features will have their
trophies, payouts and/or points given according to their starting line-up.
5a: If a feature has been started but is incomplete when the race is called, all awards will be given out based on the running order
of the last completed lap.
6) A competitor must compete in at least ½ of scheduled point races for the season (for each class they are competing in) to
be eligible for any year-end awards that may be handed out for a particular class
7) The points system will be a ‘best of’ system. Definition: There will be a set # of races counted towards the point’s
championship, with the lowest point races thrown out above the stated # of counted races. There will be no guarantee of the # of
races to be thrown out, only the # races counted. In the event that less races are ran than is originally called for to be scored, we
will award points in all races actually ran, no dropped races and score them ‘heads up’.
Rain Dates: Every effort will be made to hold the race on the scheduled night. In the event of a race cancellation, the race will be
made up on the designated day as posted. There will be ONLY 1 attempt made to make up a cancelled race. Once practice starts,
there will be NO REFUND or REUSE of the ‘PIT PASS’ fee. All karts signed in will receive free kart entry into the next event if
the event is cancelled prior to the feature races being run. If the event is called before the feature races are run, all legal karts will
be awarded first place points (point nights only). Every effort will be made to complete a started race that night.
Nomenclature: The rules and regulations set forth by Palmyra Speedway are designed to provide for the orderly conduct of all
racing events and to establish minimum acceptable requirements for such events. No express or implied warranty of safety shall
result from publications of or compliance with these rules and regulations. They are intended as a guide for the conduct of the
sport and are in no way a guarantee against injury or death to participants, spectators or others. In any case where Palmyra
Speedway rules do not cover a certain situation, W.K.A. Rules and Regulations will dictate the decision. All management rulings
are FINAL. In addition, the management of Palmyra Speedway reserves the right to suspend, bar or fine any participant who in
our judgment, is engaged in misconduct or whose presence or conduct is deemed not to be in the best interest of Palmyra
Speedway. Solely the management of Palmyra Speedway will determine the duration and severity of any action. The management
of Palmyra Speedway reserves the right to add or modify any rule, as it deems necessary.
